Abstract

Successive French governments feared the ability of the emigre press to influence ideologies, allied policy and strategy, business confidence and opinion. Above all perhaps they feared its power to shape the image of the Republic in the eyes of their emigre and European elite audience. As a result they watched the content of emigre journals with interest.
