Abstract

The article analyzes the current state of legal regulation of patronage service workers in public administration and professionally organized patronage service. The study of the issue of legal support of the patronage service in historical retrospect, the analysis and evaluation of the scientific works of domestic researchers shows that considerable attention was paid to the problems of the activities of the patronage service workers in different periods of time. However, modern domestic experience indicates the need to distinguish between the state and patronage services, establish their connections, implement the latest foreign practice in the formation of the personnel potential of the public service, and increase the efficiency of the professional activities of its employees. The analysis of the formation and development of the regulatory legal support for the activity of the institute of patronage service in Ukraine shows us a tendency towards a rather slow formation of the appropriate regulatory framework, which could become the basis for the effective functioning of the studied legal phenomenon. Many important aspects of the patronage service remain fragmentary outlined in the legislation. This situation can be explained by the lack of scientifically based research on the outlined topic, the imperfection of the current legislation - due to the superficial extension of the status of civil servants to patronage workers, lobbying of the interests of certain social groups and other interested subjects, etc. This study indicates that a balanced approach by the legislator is necessary to regulate the legal basis of the patronage service as a whole, the specifics of the work of such employees by adopting a separate legislative act. It could contain the disclosure of the definition of the patronage service, the outlined list of its positions, established requirements for applicants for the position, conditions of admission; restrictions and features of patronage service; career progression; changes in essential working conditions, etc. Foreign experience indicates the importance of the activity of the patronage service in ensuring the public activity of state institutions in making socially important decisions.
