Abstract
This paper reviews the history of changes in China's scientific research funding management policy from 1949, and outlines the characteristics of scientific research funding management in the four phases from the initial establishment of the system, the trial reform, the comprehensive reform to the deepening reform. From material-heavy to human-heavy, and from fragmentation to systematization, and based on the logic of the change of scientific research funding management policy, it proposes the optimization direction of scientific research funding management policy for the current problems in the field of scientific research funding management, such as establishing the governance system of scientific research funding management, cultivating the professional talent team of scientific research funding, strengthening the risk supervision and management of scientific research funding, and emphasizing the target performance evaluation of scientific research funding.
