Abstract

A recent National Academy of Sciences (NAS) 1978 analysis of federal support for social problem research defined knowledge production as research, policy-formulation demonstrations, program evaluation, and general purpose statistics; knowledge application is defined as policy implementation demonstrations, development of materials, and dissemination (pp. 10-11). More recently in this vein, an analysis of the federal investment in research and development for FY 1980 (American Association for the Advancement of Sciences, (Note 2) indicates that 15 departments and independent agencies, provide support for educational knowledge production and application out of a total of 21 supporting social and behavioral research in excess of a million dollars. These eight departments and seven independent agencies supporting educational inquiry are led by the Division, DHEW. Abramson (Note 3) observed that Education is the largest social knowledge production and application policy area in the Department of Health, Education, and Welfare (p. 195).
