Abstract
The establishment of program for the soundness of hydrological system has been done actively in each watershed by the administrative side, but it has struck to the big wall, small progress ratio and invisible effect in the stage which keeps executing measures. Especially, the rainwater storage and infiltration facilities are not advanced although it is located, as the important measures for the soundness of hydrological system It is important tosearch the solution steadily for the spread of the rainwater storage and infiltration facilities. On the other hand, because ofthe break through changing conception, also it is important and nesessary to think, it is something which proposes technically even from viewpoint to the grobal environmental problem, under the conditition that you construct the environmental technical property of the hydrological system which can be developed internationally.
