Abstract

Water resources have become cannot meet the increasing demand in terms of quantity and quality. Water resources, as one of the limited natural resources are the common property of society. Therefore, one of the foremost task of the state to protect water resources effectively, develop, control and to make its distribution to everyone will benefit from it. Agricultural irrigations are the largest water consumer group, when compared with the other sectors. There is increasing pressure on more efficient use of water in irrigations. Pricing is located as a guiding and controlling tool in water management policies. Many countries uses water pricing as main tool in the regulations of irrigation water and for the water shortages. Water management and operations are extremely vital issue in terms of irrigation systems and their efficiencies, water pricing, conservation and development of water resources. The countries in order to have more efficient management of water resources, either to make reforms or have to find new solutions to meet their needs, according to new exchanges and opportunities in water resources management. DSI, began to withdraw from the operation of irrigation facilities and transferred majority the systems to water users associations (WUAs) and ratio has reached 96% in Turkey. The expected benefits from WUAs are not enough. The changes in the concept of public services towards to the market economy in the management of water services were observed in recent years. The process is progressing on the basis of the privatization. Water supply is one of the important services in an economy that never only to be left to the market economy
