Abstract Chia Ch'i-yün: After receiving the notice carrying the two resolutions adopted by the Central Committee on April 7 [the Resolution of the CPC Central Committee on Appointing Comrade Hua Kuo-feng First Vice Chairman of the Central Committee of the CPC and Premier of the State Council, and the Resolution of the Central Committee of the CPC Dismissing Teng Hsiao-p'ing from All Party and Non-Party Posts — Ed.], the Provincial Party Committee and the Military Region [Command] should have held the mass rally immediately rather than putting it off until two days later. For an issue of such major importance, (we) should have responded promptly with quick action and an unequivocal stand. The hesitation, passivity, and wait-and-see attitude [which actually appeared], if examined seriously, is probably not [just] a problem in understanding.
