Decision Concerning the Pla's Resolute Support of the Revolutionary Masses of the Left (January 23, 1967)

Abstract

To all regional bureaus of the Central Committee, all military regions, provincial, municipal and autonomous region Party committees and people's councils, and, through them, to Party committees and people's councils at lower levels, military districts, and military subdistricts: Under Chairman Mao's leadership, a new stage in the Great Proletarian Cultural Revolution has begun. The principal characteristic of this new stage is the great alliance of proletarian revolutionaries to seize power from the grasp of a handful of power holders within the Party taking the capitalist road and the diehards clinging to the bourgeois reactionary line. This struggle to seize power is a general counteroffensive by the proletariat against the frantic attacks by the bourgeoisie and its representatives within the Party over the last seventeen years. This is a class struggle carried on in every corner of the entire nation. It is a great revolution in which one class overthrows another.
