Abstract
This paper is a first attempt at clarifying the basic assumptions shared by theories, models and data-based analyses of democratic representation – the equivalent in political science of Supply and Demand for private goods in Economics. Specifying its conceptual foundations facilitates cumulative research and discussion within these fields and provides a contextual framework for the substantive theories discussed in Delivering Democracy: Policy Voting or Government Alternation? also posted on SSRN. These are to be found within a more detailed supporting discussion in Ian Budge, Politics: A Unified Introduction to How Democracy Works, pp 416-425 (Abingdon UK, Routledge 2019.
