Study on Community Endowment Service in Economically Underdeveloped Cities—Taking the City of Qiqihar as an Example

Abstract

China has become the largest country that “get old before rich”, the pension problems need to be solved urgently. This paper analyzes the situation of provide for the aged, the most appropriate pension model is community service for the aged in China currently. From the status quo of community service for the aged development in our country, there are following problems: lack of infrastructure, single service content, low level and quality of old-age care services, lack of professional staff and volunteer staff. The city of Qiqihar as an underdeveloped city, was named firstly “international elderly friendly city” in China by the World Health Organization in 2011, take Qiqihar as an example, put forward the leverage of policies, pay attention to the leading roles of the government in community service for the aged, take the pension service development plan into the overall plan of urban social development, provide a good environment for the development of pension services, the urban economy has also been developed, and perfect community-based elderly care services in underdeveloped areas of China.
