Abstract

The article considers the conditions of formation and development of cluster policy.The article analyses the peculiarities of its application in different countries of the world. The existing developments in the formation of the strategy of the cluster policy, as set of measures in industrial policy for establishing a system of intersectoral links and address major problems of increase of competitiveness of domestic enterprises. It was noted that industrial policy depends on the methodology of the development strategy. Discussed the development of regional inter-industry linkages as an important task of the regional cluster policy. Reasonably, they have their purpose, objectives and mechanisms to implement national, regional and corporate strategies in the economic system. The analysis of essence of the economic system. Determined that it is a complex organizational – economic system with different types of structural relationships that affect its development. It was determined that for the industrial policy of Western countries is characterized by state involvement in the support industries and individual companies by encouraging their participation in programs of national importance, the implementation of the state order with appropriate funding and General support for the effective conduct of business. It is proved that the cluster policy provides for the integration of enterprises within a unified information environment that is connected and interacts with the external environment as an integral body. Noted that the benefits of the cluster approach to authorities (ministries,regional administrations, etc.) are that it allows a comprehensive and systematic look at the situation in a group of related enterprises relating to different industries. The most important advantage of clusters in the industrial policy is that this approach focuses on the use of the product of one industry for the needs of several others. This policy allocates a cluster as an alternative to the sectoral principle of economic management.
