Abstract
The Ministry of Health (MOH) is a ministry that is responsible for the public health and in the effort to improve health care services, MOH had developed a Strategic Information System Plan (SISP) which known as Pelan Strategik Teknologi Maklumat (PSTM) 2011 – 2015. MOH have not evaluated the SISP. The evaluation on the SISP that was implemented focuses on one of the process-es in the SISP. It is a phase of accessing whether the has achieved their goals as determined in the strategic plan. It is found that IT/IS success or failure is determined by the attention given to the evaluation of SISP. There is no standard SISP measurement or approach. Numerous previous researchers explored the SISP effectiveness as their evaluation element to measure the SISP’s success. Therefore, this research focuses on assessing the effectiveness of the SISP based on the four attributes which are stakeholders, technology, alignment and resources. The study found out that the SISP implementation in MOH is successful. This study is significant to MOH and also beneficial for IT communities as a whole. Further studies are encouraged by exploring other elements and attributes of measurement approach may be considered. It is suggested to collect more samples for more accurate result. In addition, it would be interesting to study about the SISP maturity level at MOH.
