Abstract

South Sudan banned the use of plastic carrier bags in December 2015 following a similar injunction by its neighbour, Kenya. Using the textual analysis technique, this paper argues that the ban of plastic carrier bags was a rational action. However, there is limited evidence that such a decision was based upon any research findings, which may have negative implications on policy implementation and enforcement.
