Abstract

Abstract SOCIOLOGICAL PROBLEMS IN CONNECTION WITH REGIONAL DEVELOPMENT: These problems are discussed in terms of the four hierarchically related components, slues, norms, mobilization in organized roles and situation facilities. Values are defined as that which is regarded as desirable; norms as prescriptions for action ; mobilization in organized roles includes most of what is regarded as social organization and situation facilities refer to the means available for the realization of certain goals. In this logically hierarchical relationship between these four components, it must be kept in mind that the more abstract component controls the more specific component. A change on the value level thus implies that the change will affect the lower levels of norms, roles and facilities. A change on one level will have a “downward” effect but not necessarily an “upward” effect. Changes in values result in changes in norms, organization and facilities. Changes in norms result in changes in organization and facilities but not values. Changes in organization result in changes in facilities but not in norms and values and changes in facilities do not necessarily produce changes in the other components. This does not imply that change on a "lower" level never causes such a measure of structural or functional strain that change is initiated on a "higher" level. The "downward" influence of the hierarchical components refers to the logical relationship between the components.
