Abstract

Abstract Although a number of researchers have recently identified local organizations as important vehicles for development among small-scale farmers, local organizations have not attracted the needed attention from African development researchers.This article examines the formation and operation of horticultural groups associated with three multi-purpose dams in Botswana.The findings indicate that the groups have not developed the essential elements necessary for the formation and operation of sustainable farmer organizations due to an over emphasis on the technical-engineering approach. A participatory approach incorporating socio-technical factors is suggested for the formation of future horticultural groups.
