Abstract
The issue of the mutual relation between individual and social interests has been the subject of inquiry in the legal sciences for a long time. However, the doctrine lacks a broader consideration of the legal and procedural aspects accompanying the application of the law by public administration bodies, taking into account the need to balance the aforementioned interests - as stipulated by Article 7 of the Code of Administrative Procedure. Within the framework of the article, it is obviously impossible to resolve all the problems, nevertheless, this study has signaled at least some of them, highlighting some aspects of this complex issue. The main attention focused on the clarification of certain concepts whose interpretation can lead to different results as well as on issues concerning the relevance of the provision of Article 7 of the Code of Administrative Procedure to the actions of the authority in administrative proceedings.
