Abstract

This article is devoted to the consideration of a number of controversial issues related to the understanding of constitutional values as the basis for the content and implementation of state programs of the Russian Federation. The article substantiates the possibility and necessity of understanding constitutional values as the basis for the content and implementation of state programs; a model of the relationship between constitutional values and government programs in the context under study is outlined. The author highlights the problematic aspects of this relationship and formulates his own views on how to overcome them. In conclusion, a reasonable conclusion is made about the complexity and multidimensionality of the process of implementing constitutional values in the content of state programs of the Russian Federation and the resulting need for a deep scientifi c understanding of this process.
