Situating Reparations for Ukraine within a Broader Transitional Justice Process

Abstract

ABSTRACT∞ The principle of external coherence dictates that different measures in a transitional justice process should be coordinated so as to foster synergies and avoid gaps and tensions. This article explains what lessons on external coherence have crystallized from transitional justice scholarship and practice and explores to what extent they are transferrable to reparations efforts in the shape of international mass claim commissions, specifically the one to be established for Ukraine in response to the Russian aggression. The article illustrates how the principle of external coherence influences specific decisions in the design of this reparations scheme.
