The needs of this house will increase in accordance with the increasing population in Indonesia. The government has provided some assistance to disadvantaged people in terms of survival. One of the programs provided by the government is Home Improvement Assistance. Residents who receive this assistance must meet the criteria of a house with a type of wall still boarded, a floor that is still ground, the situation of the roof is not feasible, has a letter of land to be built home, and land for housing construction is not problematic. The model used in this decision support system (DSS) is the Multriple Attribute Decision Making. One of them is using the VIKOR method. The VIKOR method is a ranking method using a multi-criteria ranking index based on a certain measure of proximity to the ideal solution. Based on the results of the study concluded that the DSS can assist in the process of housing improvement assistance. This is evidenced by the results of tests conducted by the white box testing method and the bases path testing, so that it is obtained that the flowchart logic of normalization and ranking calculations is correct and based on black box testing which includes test input processes and output with reference to the software design has been met with results in accordance with the design.
