Abstract
A theoretical and experimental investigation validates that the Kolmogorov first similarity hypothesis ($\ensuremath{\nu}$ and $ϵ$ are the relevant controlling parameters for small-scale turbulence at high Reynolds number) is subsumed under the more general hypothesis of self-preservation of the Navier-Stokes equations.
