Abstract

The key priority for developing countries has been, and continues to be, the achievement of primary education for all (EFA), consistent with the United Nations Educational, Scientific and Cultural Organization (UNESCO) priority of EFA by 2015. This has brought secondary education also into prominence. EFA is now often accepted by UNESCO as the completion of basic education, the necessary platform for all, embracing much of secondary education.
