Abstract

The study aims to analyze Law No. 13,415/2017 in relation to the right to education of high school students in the State of Paraná. The right to education, according to the Federal Constitution of 1988, guarantees access to public education, but not its permanence. This article, based on documents, aims to verify the indices that prove the quality of education in the state of Paraná, in order to meet the proposals for the implementation of the New High School. The results obtained suggest that although there is compliance with what is provided for in the Federal Constitution of 1988 and in art. 1 of Law No. 9.394/1996, it is still notable the increase in school dropout and the right to education for these students are violated, especially in the proposal of the New High School, which provides full-time schools for young people who need to work to survive, that is, an education that only meets the training for the labor market is proposed. The methodology comprises a documentary survey at federal and state level regarding the legislation governing education for secondary education. What is found, by the study, is that a change in this law is necessary, since the reality of the young Brazilian does not allow it to be a full-time education, as this favors school dropout and violates the right to education of young people in high school.
