Abstract

In the decentralized economy, migrant workers, enterprises and local governments gradually differentiate into independent interest groups. In order to maximize economic benefits, enterprises and local governments may have negative effect on safeguarding the legitimate rights and interests of migrant workers. This paper uses empirical data to explain the difference between various interest groups has the resources and the resulting different capabilities under the capability perspective, which results in inferior status of migrant workers in the interests of the game to safeguard their legitimate rights and interests. There formal relief channels and passive way to achieve the purpose of safeguarding the interests of migrant workers to safeguard the interests. Based on the above, this paper puts forward the policy recommendations.
