Abstract

Abstract Protecting the legitimate rights and interests of migrant workers has become a pressing public policy issue in China, which calls for coordinated efforts from the government, enterprises, trade unions and nongovernmental organizations (NGOs). Through a case study of an NGO in Panyu, Guangzhou, this article finds that NGOs have a significant role to play in protecting the legitimate corporate social responsibility. Furthermore, the role of NGOs in protecting migrant workers' rights indicates a newly-emerged governance mode in China calling for the close collaboration between the government and NGOs. For this purpose, it is necessary for the government to create a favorable environment for the development of NGOs.
