Coast Guard Field Testing and Development Center, Curtis Bay, Maryland. His previous assignment was at Coast Guard Headquarters where he was chief, Boat Section, Naval Engineering Division. He was delegate to the Ninth International Lifeboat Conference, Edinburgh, Scotland, in June 1963. He was graduated from the U. S. Coast Guard Academy in 1951 and, in 1958, received the professional degree of Naval Engineer and an M.S. degree in Naval Architecture and Marine Engineering from the Massachusetts Institute of Technology.
