Abstract
En 2008 se inició un emblemático conflicto socio-ambiental originado por el comienzo de obras para la instalación de una urbanización cerrada de unas 365 ha en el Arroyo Anguilas, Delta del Río Paraná, partido de Tigre (provincia de Buenos Aires). La empresa Colony Park S.A. desalojó familias que vivían en el lugar y realizó obras de dragado, ensanchamiento de arroyos, desmonte y rellenos, sin tener los permisos administrativos requeridos ni el Estudio de Impacto Ambiental presentado. Ante esta situación, organizaciones socioambientales movilizadas junto a la Cooperativa Isla Esperanza, lograron detener las obras. Luego de 10 años de la clausura preventiva del proyecto “Colony Park”, se conformó junto a la Cooperativa Isla Esperanza un grupo de trabajo interdisciplinario a fin de caracterizar la vegetación espontánea que se desarrolló debido a la modificación del paisaje. Por otra parte, se realizaron análisis químicos y microbiológicos del agua del Arroyo Anguilas y de otros cursos cercanos con el objetivo de determinar si los contaminantes originados por el área urbana continental afectan su aptitud para consumo y uso recreativo. Esta investigación se realizó para dar respuestas a inquietudes planteadas por la población isleña, quienes participaron en la definición de los objetivos, las actividades realizadas en el territorio y en la discusión de los resultados obtenidos. Abstract In 2008, an emblematic socio-environmental conflict began due to the construction initial works of a closed urban development of approximately 365 hectares along the Anguilas Creek in the Paraná River Delta, Tigre municipality, and Buenos Aires province. Colony Park S.A. evicted families living in the area and carried out dredging, stream widening, deforestation, and landfill activities without the required administrative permits or the submission of an Environmental Impact Assessment. As a consequence, socio-environmental organizations demonstrated alongside the Isla Esperanza Cooperative and successfully halted the construction. After a 10-year preventive closure of the “Colony Park” project, an interdisciplinary working group was established together with the Cooperative to characterize the spontaneous vegetation that developed due to the modification of the landscape. Furthermore, we conducted chemical and microbiological analyses of the Anguilas Creek water and other nearby watercourses to assess the extent of contamination originating from the continental urban area and its suitability for consumption and recreational use. This research was carried out promoting an active exchange with the population in fundamental instances of the project, including definition of objectives, participation in planned activities, and discussion of the outcomes. The research was carried out to respond to concerns raised by the island residents, who participated in the definition of the objectives, the activities carried out in the territory, and in the discussion of the results obtained.
