Abstract

In order to modernize and capitalize the Mozambican agriculture, was launched the ProSavana program, as a model of rural and agricultural development. The campaign “Não ao ProSavana” manifested as a form, not only of political intermediation, but also of dialogue, conflict, platform of speech and contestation against the Mozambican State and international partners in the initiative. We tried to look at a “Não ao ProSavana” campaign as an appearance of social movements, like pressure groups that, eliminated from decision-making processes and social policies or programs, pursued to establish contacts with the State to reverse the situation. This paper helps to understand how participatory and democratic dynamics in the design of public policies for rural development, as well as the vision of a socio-state interface in Mozambique. This interface demonstrates the existence of different points of view on rural development and the consequent improvement in the living conditions of the communities. The fact that ProSavana is a topdown style, constituted a force to press its end.
