Abstract
The article examines the educational reforms implemented in Russia in the 2000s in a historical context from the standpoint of their content based on neoliberal ideology and the influence of pressure groups. The article shows the elements of the "new managerialism" that were implemented in Russia in the field of education and highlights the Russian specifics. Based on the analysis of the monograph by Ya. I. Kuzminov and M. M. Yudkevich, the article reveals the ideological narratives expressed by the previous leadership of the HSE and influencing the implementation of reforms that led to contradictory consequences. Using the example of one of the regional universities, the article shows the consequences of both ill-considered optimization and the consequences of the "regular management" policy in the context of limited opportunities for external funding for the regional educational landscape and the process of segregation of universities.
