Abstract

The present article attempts to demonstrate the need for systemic changes in the form of the Senate of the Republic of Poland. It also presents the competencies and composition of the National Council in Slovenia and its position within the political system, which may serve as an example for introducing changes to the Second Chamber of the Polish Parliament.
