SUMMARY This article explores a number of variables which can contribute to the quality of public access computing and Internet services that public libraries provide their communities. Through this exploration, the article offers several insights and implications for the development and implementation of high quality public access computing and Internet services which increasingly technology-savvy users expect from service providers. A key focus of the article is determining the extent to which some public libraries can reasonably provide high levels of network-based services given staff, budgetary, and other constraints and challenges.
