Abstract

Problems of municipal management in Russia and Ukraine are analyzed based on a survey of a comparable program of managers of municipal entities. It was found that despite differences in the socioeconomic situation, problems in the activities of local authorities are similar. The imperfection of the existing regulatory framework, which limits the abilities of local self-governments, is shown. Conclusions are made about the need to develop a scientific concept for municipal reforms relevant to the constitutional principles of local self-government and providing a reliable legal basis for municipal management.
