Abstract

In the next three chapters we consider the institutions which make up the Executive — the Prime Minister and Cabinet, the ministries (government departments) and civil service, and quasi-governmental bodies (QUANGOS). We begin in this chapter with a close examination of the two institutions at the pinnacle of the central decision-making process: the Prime Minister and the Cabinet. We consider their actual working before moving to the controversial question of whether the Cabinet system has been replaced by Prime Ministerial government. Finally, we examine two proposals for reform which are designed to make the office of Prime Minister more accountable and more effective.
