Abstract

This paper describes the reorganization of the electricity industry within the Electric Reliability Council of Texas (ERCOT) and the system of administration and pricing of transmission of services that has been adopted and was placed into service in ERCOT starting January 1, 1997. Included is a summary of the physical and geographical ownership of the Texas system, with information on the mix of fuels and generation ownership patterns, and ownership of the transmission grid. How the electricity industry is being restructured within the interconnection to provide for open-access transmission is discussed, including discussion of the services that will be provided by the transmission segment of the industry, who is responsible for providing them, how they will be priced, and the role of the Independent System Operator (ISO).
