Abstract

Wholesale electric competition began in the Electric Reliability Council of Texas (ERCOT) region of Texas in mid 1996. The ERCOT Independent System Operator (ISO) has been responsible for the security of the transmission system and the scheduling of all energy transactions in the ERCOT Region since December 16, 1996. The ERCOT ISO has been responsible for supervising transmission planning and recommending new transmission projects in the ERCOT Region since September of 1998. Electric load growth in ERCOT has been significant. The peak demand for electricity in the region increased by more than five percent in 1997 and seven percent in 1998. This load increase utilized a major portion of the generation and transmission system reserve in ERCOT causing electric industry participants to review and question historical transmission operating and planning criteria.
