Abstract

The aim of this work (which is part of a broader research on the subject) is to analyze, as part of the development of Information and Knowledge Society, the importance of public policies on telecommunications and information and communication technologies, this with the purpose of making a general assessment on the situation in Mexico in this regard. The paper reviews the issues referred from the methodological perspective of historical-structural analysis, based on implemented policies and their assessment. Among the conclusions of the study, there is an emphasis on pointing out that, in the context of democratization in Mexico, nowadays, a new process is being developed. New spaces of public deliberation and consensus are emerging. These are necessary inputs for developing viable courses of action and completeness for the development of a new social organization more equitable: the Information and Knowledge Society.
