Abstract
In the article, the authors discuss the absence of population health policy in the 2016 U.S. presidential election campaign because of its complexity, resulting in phantom policies. Also cited are the universal health coverage program introduced by Saskatchewan Premier Tommy Douglas in the 1940s, as well as the proposals by U.S. Senator Bernie Sanders and his Democratic presidential nomination rival Hillary Clinton on public health.
