Abstract
Objective To probe into the outcomes of drug zero-markup reform at provincial public hospitals in Zhejiang province, as a reference for further reform policies of these hospitals. Methods All the 16 provincial public hospitals in Zhejiang province which were graded before 2013 were rounded up in the research.Collection of their financial statement data from April 2013 to March 2014 and those from April 2014 to March 2015; Analysis and comparison of the changes before and since the reform, based on the actual price adjustment compensation rate measured with the business data of 2013 and that measured with business data from April 2014 to March 2015. Results The reform found an increase of business volume, business revenue, medical profits, expenditure level per visit, and the amount of drug use.To name a few, 15.72% increase of drug use per outpatient visit(excluding Chinese herbal pieces), 10.41% increase of drug use per inpatient, and a drop of drug revenue. Conclusion It is imperative to accelerate reform supporting measures, strengthen rational drug use, and make full use of fiscal funds as guidance.
