Abstract

The article investigates actual scientific study problems of theoretical and methodological foundations of public administration reform in the context of the European integration process and development of scientific and practical approaches that provide practical application of scientific results. The multidimensionality transformation process in the public administration, diversity effects on a process of internal and external factors, complexity and dynamic evolution of the methodological basis for forming an integrated system of public administration are established. It is shown feasibility of a systematic integration of approach to ideology as the basis of transformation process in the system of public administration. Internal and external impacts on the transformation process, their behaviour, stages of institutionalization of governance. It is proved that the concept of reforming public administration has to find the structure definition and methodology of system analysis of integration processes and overstate its impact on national governance, a generalized set of improvement of public administration in the integration policy at the international, central, regional and sectoral levels through a combination technology of socioeconomic development and organizational and managerial mechanisms. The internal and external factors of influence on the transformation process, their characteristics are determined, the stages of institutionalization of public administration are established. It is substantiated that in the process of public administration reform it is necessary to determine the structure and methodology of analysis of the impact of supranational integration processes, the presence of a generalized set of tools to improve public administration in the system of European integration processes at central, regional and sectoral levels. A new approach to the formalization of governance as the influence of the state on public relations by introducing the concept of an integrated system of public administration and the principles, forms and methods of interaction of elements of such a system are proposed. It is proved that the integrated system of public administration (ISPА) at the present stage of state building will become the basis of systemic reforms and at the same time will accelerate the implementation of Ukraine's priority task – European integration. Within the formation of the ISPА model, the regional level is defined as the basic level, at which it is recommended to form unique management projects.
