Abstract
Purpose. Consideration of the organization the Provisional Government’s Executive Committees( in one of the central provinces, Nizhniy Novgorod for example) as one side of a unique diarchy system, established after February Revolution’s victory in 1917 in Russia based on archival materials and published sources). Methodology. The basis of the study is chronological, historical and systematic methods, as well as the principles of scientific objectivity and historicism. Results. The author shows the process of the organization of the Executive Committee as local authorities of the Provisional Government, describes the functional responsibilities of the Executive Committee concluded mainly in communicating with public authorities. The distinctive characteristics of these the authorities include: the collegiality of leadership, structure and variability the social composition of government units, local financial maintenance or implementation of the officials of their duties as a volunteer. Practical implications. The research results can be applied in the study of political history and creation and development way of local authorities not only in one region but also whole Volga region in XX century. The research results also may be used in the development of local history courses.
