Abstract
The purpose of the study is to determine the factors which can impact the developing of higher education. For this purpose,the analysis is based on stepwise regression. Following that, it explores the 102 selected countries and finds that higher education at different stages has different factors. In the elite stage, the number of teachers and school scale are the main factors; in the mass stage, the number of higher education institutions, population, school-age population, the number of teachers, school scale are significantly correlated; in the universal stage, the number of teachers and school scale are important factors. It will conclude with recommendations to us policy-makers to guarantee the policies and plans compatible with the development of higher education.
