Abstract

IMPACT This article reflects on relatively substantial military support delivered from the Baltic states to Ukraine. The observed patterns of government behaviour inform practitioners about the feasibility of a focused assistance approach from small countries with limited budgetary resources. The findings outline the relative importance of beliefs and clear budget priorities for making agile support decisions in times of high/deep uncertainty.
