Abstract
IMPACT External consultancies’ involvement in climate governance has grown substantially in recent years. Public sector managers encounter them in government tasks from policy research and design to climate modelling and training. Climate consultants include experts from large multinational firms, such as Deloitte and McKinsey, as well as from smaller ‘pure play’ advisories. Analysing why governments increasingly contract climate consultancies is important for understanding the implications for the ability to achieve climate mitigation and adaptation objectives and, ultimately, how governments can best harness the skills and knowledge of external actors to meet those goals.
