Introduction

We are currently experiencing a phase of extremely rapid changes in almost all fields of human existence These changes are mainly caused by the developments of new information and communication technologies which have largely altered the way we see things and even the way we experience time and space. It is a simple way that enjoys a neutrality principle or is only apparent and that in practice we have a situation of reciprocal influence between technology-actororganization, that technology can marginalize actors, incite division and block the flow of knowledge within the organization?. Neutral designates certain inertia and a lack of consequences. Neutrality is in another sense not to take sides in the choice of values and in determining purposes. Take neutral position is a statement that is isolated and abroad at any party and we undertake no obligation in one way or another
