Abstract

Pemilihan Umum (Pemilu) 2009 merupakan salah satu pemilu yang ramai dibicarakan karena ada wacana mengembalikan kembali hak pilih Tentara Nasional Indonesia (TNI). Fenomena ini memunculkan kekhawatiran akan ikut campurnya instansi TNI untuk terlibat politik praktis. Tulisan ini fokus mengkaji netralitas TNI pada saat Pemilu 2019 dalam perspektif hubungan sipil dan militer. Penelitian ini menggunakan metode kualitatif dengan mengumpulkan data bedasarkan studi Pustaka. Hasil dari penelitian ini bahwa peran sipil sebagai kontrol dalam konsep hubungan sipil militer banyak melibatkan pihak militer secara lansung ataupun tidak lansung untuk terlibat secara politik karena menganggap pengaruh militer yang masih sangat besar di daerah. Hal ini disebabkan kemampuan potisi sipil masih memiliki kekurang dari segi Sumber Daya Manusia (SDM) hal ini menyebabkan kurang percay dirinya setiap individu politisi sipil dalam menjalankan tugas dan fungsinya sehingga TNI uluran Kerjasama mereka dan disisi lain secara halus masih menghendaki dukungan pilitkinya. Fenomena inilah yang membuat parpol dalam mencari politisi lokal sangat sulit. Sehingga banyak melibatkan pihak militer secara lansung ataupun tidak lansung untuk terlibat secara politik karena menganggap pengaruh militer yang masih sangat besar di daerah. Dengan kontrol sipil yang subjektif ini peran militer sendiri semakin tidak objektif atau tidak efektif karena sikap dari politisi sipil yang gagal dalam mendudukkan TNI untuk Netral. Walaupun TNI itu sendiri menolak wacana TNI untuk ikut pemilu 2009 dan memilih untuk tetap netral. The 2009 General Election (Pemilu) was one of the elections that was widely discussed because there was talk of returning the voting rights of the Indonesian National Army (TNI). This phenomenon raises concerns that TNI agencies will interfere in practical politics. This article focuses on examining the TNI's neutrality during the 2019 elections from the perspective of civil-military relations. This research uses qualitative methods by collecting data based on literature studies. The results of this research are that the role of civilians as control in the concept of civil-military relations involves the military directly or indirectly becoming politically involved because they assume the military's influence is still very large in the region. This is because the ability of civilian politicians still lacks in terms of Human Resources (HR). This causes each individual civilian politician to lack confidence in carrying out their duties and functions so that the TNI offers their cooperation and on the other hand, in a subtle way, they still want their political support. This phenomenon makes it very difficult for political parties to find local politicians. So many involve the military directly or indirectly to get involved politically because they think the military's influence is still very large in the region. With this subjective civilian control, the role of the military itself is increasingly less objective or ineffective because of the attitude of civilian politicians who fail to position the TNI as Neutral. Although the TNI itself rejected the TNI's discourse to participate in the 2009 elections and chose to remain neutral.
