Abstract

The article examines aspects of the constitutional reform of 2020 in conjunction with the improvement of democracy as a form of direct democracy. The originality of the reforms that took place is assessed in the constitutional and legal dimension and in conjunction with the principles of the welfare state. Using the example of the all-Russian vote, it is substantiated that it is a special legal procedure for legitimizing constitutional changes that serves as a form of expression of the will of the people to change the configuration of constitutional and legal relations. The delegation of power by the people and the expression of support for the constitutional and legal initiatives of President of the Russian Federation is recognized as a condition for the implementation of the strategic goals of the state.
