Abstract
Social progress confirms the emergence and expanding of boundaries of the sixth technological order, which is the implementation of know-how, robotics, integrated information, biotechnologies, space technologies and other fields and industries of management. There is an urgent issue of reforming the economies of regions on the basis of modern scientific progress and market changes. Long-term economic development of regions includes: the rise of competitiveness level in various fields (traditional, high-tech), prospects of personnel support and its potential growth; the dynamics of labor productivity; the re-production involving innovative implementations. The decision of these issues is carried out in the associations of innovation and industrial enterprises by initiatives for the creation of a system of cooperation between businesses, universities (science) and public local authorities, who are called cluster ones. The organization of production, its specific forms provide an opportunity to use all available resources in certain areas: the attraction and development of public and foreign investment, the access to the market of various goods and services, the development of cross-border and inter-regional cooperation. Thus, regional and national economies should orient themselves on the development of innovations in order to be in line with the formation of the sixth technological order.
