Abstract

An effective standardization system is currently being formed in Russia. Its disparity and lagging behind the advanced economies largely predetermined the difficulties experienced by domestic enterprises in the conditions of modern competition not only in foreign markets, but also in domestic ones. The purpose of this research implies the foreign experience study in order to identify modern management problems of the Russian standardization system. The unresolved nature of those problems reduces the effectiveness of the standardization system in the country and causes poor quality of domestic products and non-competitiveness of Russian business in many industries. The research methodology is based on the theoretical analysis of modern international standardization management systems in Europe, the USA and Japan. The scientific novelty comprises of the author's conceptual approach to the description of modern international standardization management systems in Europe, the USA and Japan compared to the standardization management system in Russia, which allowed to identify and evaluate the main problems. The research showed that the major issues of the domestic standardization management system are the following: the low quality level of technical regulations system and standards in the country as well as the lack of proper understanding of standardization importance by the authorities. Therefore, the majority of entrepreneurs, who primarily do business in the domestic market, is not interested in improving the standardization system and complying it with the necessary requirements and recommendations. These issues can be solved with the help of individual understanding how to form Russian effective standardization model without copying the standardization systems of developed economies.
