Abstract
This article explores the way in which the European Union structures and programmes can be adapted to support integrated local development. A focus on the local level will ensure that strategic policy priorities are addressed in the most effective manner. A refocusing of the European Union's policy objectives and budget is proposed, along with a mechanism to support interventions at the local level.
