Abstract

The second half of 2020 has also been severely affected by the institutional paralysis resulting from the COVID-19 health crisis, although there are some interesting regulatory developments and case law. In the field of the civil service, the High Court of Justice of the Valencian Community (TSJCV) ruled on the need to speak Valencian as a requirement for certain jobs reserved for civil servants of the local administration with national qualification. On the other hand, there are three decrees on the change of the name of a municipality exclusively in Valencian, and very specifically the change of name of Villanueva de Castellon to the exclusive form in Valencian has been object of disagreement on the part of the municipality of Castello de la Plana, capital of the province of Castellon. There are also some normative developments in the organisational field, with the approval of a new Organic and Functional Regulation of the Ministry of Education, Culture, and Sport. Likewise, modifications have been introduced in the composition of the Valencian Language Academy (AVL), in compliance with Law 12/2017, amending the laws regulating the institutions of the Generalitat to guarantee equality between women and men in its bodies. Finally, we mention promotion activity, which includes not only training actions for the promotion of Valencian and subsidies for the promotion of Valencian, but also the signing of a general collaboration protocol for an inclusive and unitary legislation.
