Abstract
This essay examines decadal cohorts of legislators elected to the Third French Republic's Chamber of Deputies and compares them with similar groups from the U.S. House of Representatives for the period 1871-1940. The relationship of regime stability to the development of legislative institutionalization has been relatively neglected in crossnational studies. The comparison between the Chamber of Deputies and the U.S. House was designed, therefore, to focus on this relationship in two somewhat different parliamentary systems. In order to minimize the errors deriving from comparing unlike things, the concepts and methods used were deliberately borrowed from standard studies of legislative institutionalization as indicated by legislative careerism. They include turnover and persistence rates, age at entry and exit, local office holding experience, and reasons for terminating the lower house career.
